hi ben,

not sure what went wrong for alex below, but it made me wonder whether
we could postpone PSQL initialization until the first time any of the
PSQL functions actually get called?  in the case of alex, we generate 
a bold warning, even though she was not going to use PSQL.  which will
likely be true for many (if not all) users of the run-time images.

                                            what do you think?  -  oe
