[developers] LKB: re-application of orthographemic effects post-parsing

hei!

i just noticed that, in the LKB, a grammar actually concatenating ORTH
values up the tree shows incomplete feature structures from the parse
tree viewer.  it would seem that, when re-building the full FS for the
tree, orthographemic effects do not get re-applied.  what i get is:

  <! "the", "dog", *string* !>

having seen this, now i almost remember mentioning of this issue while
ann re-worked the morphology earlier this year.  ann, any memories?

our students got somewhat confused (the edge-local FSs are correct) but
for non-teaching usages i doubt anyone would encounter this.
