[developers] New PET release tarball ready for download

Hi there,

you can get the newest PET version from 

http://www.dfki.de/~kiefer/pet-0.99.9.tar.gz

if you like. The greatest news is maybe that flop is now back to the
old speed of the LEDA implementation (even slightly faster), using the
boost library. There are some minor changes and fixes as well. Have a
look at the CHANGELOG if you're interested in details.

Thanks again to all people who sent patches/fixes/error reports and
such, especially Eric Nichols and Stephan Oepen.
