[developers] deprecating (obsolete) MRS `filling' and `unfilling'

hei!

i am doing some LKB and [incr tsdb()] spring cleaning, and i would like
to complete the deprecation of

  mrs::%mrs-extras-filter%
  mrs::%mrs-extras-defaults%
  mrs::fill-mrs()
  mrs::unfill-mrs()

for all i kow, this functionality was never in use outside the ERG (and
maybe JaCY), and it has been superseded by the more general VPM device:

to reduce (effectively) dead code sticking around, i suggest to remove
all references to the above variables and functions from the code base.

most of you likely have never heard about this machinery.  you will not
be affected by this change.  however, say you have a vague recollection
of doing something about MRS (un)`filling' in your grammar, please make
sure to (a) check whether you actually still are, (b) let me know asap,
and (c) consider moving to using a VPM instead.

unless i hear objections by 9-apr, i will go ahead with this deletion.
