[developers] interaction of orthographemic rules and multi-word rules

hi ann,

francis pointed out to us that inputs of the form

  let's dance

fail to parse, apparently because of a problem in the interactions of
orthographemic processing and lexical lookup for multi-words.  |let's|
is tokenized as |let| |'s|.  the attachment is against the current CVS
head revisions of the LKB and ERG (the above works in PET, hence i feel
reasonably suspicious of the LKB in this case).  i believe the code in
question is yours; any chance you could have a look at this?
