[developers] RMRS export from [incr tsdb()]

Hi all,

Not sure how many people try exporting RMRS XML using [incr tsdb()], but 
there's a small bug in lkb/src/rmrs/output.lisp that produces invalid 
XML. I've attached a diff that I think should fix it. Could someone with 
write access please apply these fixes?
