[developers] new download site and support address for LinGO builds

dear all,

this is to announce that the migration of the LKB source code to SVN is
now complete: the new LKB repository is at http://svn.delph-in.net/lkb.
i have adapted the build setup to use the SVN repository and produced a
fresh `latest' build.  i will be grateful if Linux users could test and
report any problems.  essentially, the following should work on Linux:

  wget http://lingo.delph-in.net/etc/install
  bash install --home ~/delphin
  ~/delphin/bin/lkb

at the same time, we have eliminated another dependency on one specific
machine at stanford.  the new download address for the so-called LinGO
builds (i.e. the LKB, [incr tsdb()], and the ERG) is now at

  http://lingo.delph-in.net/

and a new email address for support `lingo at delph-in.net' replaces the
older `lkb-bugs at csli.stanford.edu'.  please use the new addresses from
now on (and update any links to the older `lingo.stanford.edu').
