[developers] [pet] PET ticket #12: fails to compile if ICU headers are missing, even if configured --without-icu

i too would like to see ICU as a required dependent for PET. the code for non-ICU usage is ad-hoc and is not compiling anyway now. and there seems to be no good way of defining the proper behavior of this multilingual parser without appropriate Unicode handling.
