[developers] upgrading DELPH-IN services

dear colleagues,

this weekend, we are migrating DELPH-IN services to a new node (at
the university of oslo).  if all goes well, there will be few user-visible
changes in the end, but during the migration things may not always
feel reliable.  when in doubt, please try again after an hour or two.  as
of tonight, the main web server (www.delph-in.net) and SVN repository
have moved, as have a few lesser services.  wiki migration is not yet
complete, hence the DELPH-IN wiki is currently read-only.  please let
me know in case something seems very wrong.

i will email more once the infrastructure migration is complete.
