[developers] mrx export doesn't escape "<"

G'day,

we recently noticed a problem in the mrs -> mrx  conversion: xml
special characters (<, > [and we suspect &]) are not being escaped
when they should be.

So, for a sentence containing "Nancy Lebovitz
<nancyl at universe.digex.net"  (sentence 6810 in cb), when we export to
mrx, we get:
"<fvpair><rargname>CARG</rargname><constant><nancyl at universe.digex.net></constant></fvpair></ep>"

However <constant> is PCDATA according to the DTD:
<!ELEMENT constant (#PCDATA)>

And <, >, &, ', and " need to be escape in PCDATA:

Therefore it should be:
