I've noticed the same problem as well for some time but was too cowardly to mention it. My "expedient" has been to comment that rule
out of the ERG.

I tried to run the ERG on the LKB for the first time for some months and 
discovered it was essentially not working - I was getting squillions of parses 
for sentences like "the cat chased the dog."  The culprit is xp_brck-pr_c - 
constructions.tdl says

;; disabled in the LKB, by virtue of temporary expedient *parse-ignore-rules*

and indeed this is set to (LKB::XP_BRCK-PR_C) in the globals.lsp file.  The 
problem is that the trunk svn repository for the LKB doesn't seem to have any 
code which does anything with this variable.  is it only in the LOGON version, 
perhaps?
