[developers] minor LKB code fixes and new [incr tsdb()] in LinGO trunk

hi again, colleagues,

glenn and woodley had identified an inconsistency in the new
[incr tsdb()] database schema, which i just addressed in both
the LOGON tree and the LKB trunk.

i also added to the 1212 release candidate for the ERG:

(unless (lkb-version-after-p "2013/06/16 12:00:00")
  (error "this version of the ERG requires an LKB version >= 2013/06/16"))

which means the grammar will refuse to load into out-of-date
images.  i have generated new LOGON run-time binaries.

for the LKB trunk and LinGO distributions, i would like to ask
david to generate a new build and more or less immediately
promote it to ‘latest’ status.
