[osmt] LOGON open-source machine translation

dear all,

lately, we have added several language pairs to the LOGON set-up: with
the help of francis bond, who was visiting UiO the past five weeks, we
added JaEn and EnJa (based on the open-source JaCY grammar).  with the
help of micha jellinghaus and berthold crysmann, of which micha was at
UiO last week, we created DeEn and EnDe (based on the open-source DFKI
GG).

although within LOGON we continue to focus on NoEn, additional language
pairs already are helpful in scaling up and generalizing our machinery.
i hope that francis (and his colleague eric nichols at NAIST), as well
as micha and berthold will continue their work on open-source MT, and i
will try to synchronise these efforts and liaison to the LOGON core.

this message primarily serves to announce the creation of yet-another
mailing list, `osmt at emmtee.net': it includes the LOGON maintainers plus
francis, eric, micha, and berthold.  i created it in order to provide a
forum for announcements and discussions beyond NoEn.

to get us started, i will email a summary of the DeEn work i did with
micha, plus a few proposals for better harmonization across a growing
set of transfer grammars.  francis, i believe, was planning to email a
summary of how far `we' (he, actually) got with JaEn during his visit
this summer.  please feel free to use this list as you see fit!
