yes, the pre-transfer predicate filter only looks at the potential of
input EPs to be rewritten by INPUT elements of transfer rules.

incidentally, i think there might be a way for you to work around the
overly strict (string-only) comparison.  if you were to

  (push "de:_jed_q_rel" *transfer-interlingua-predicates*)
  (push "de:_fast+jed_q_rel" *transfer-interlingua-predicates*)

i expect that should exempt these predicates from the input filter.  i
am doubtful of this approach aesthetically, though :-).
