[pet] PET style guide proposal

Hi, all developers of PET.

I added a ProgrammingStyleGuide Wiki page to pet.opendfki.de. The
content stems from the Google style guide and other sources, only
very little of it are my own ideas and opinions.

At the moment, the page is meant to be a starting point for discussion,
but I would be happy if we could soon get to a version we can all live
with. I'd like to have it ready when cm and main branch converge to
a new main branch, and do a complete restructuring afterwards.

Since PET is growing in size and complexity, uniformity of the code
will be essential to guarantee quality and readability in the future.
