[developers] re-organization of LinGO download directory

dear all,

as i was getting increasingly uncomfortable with (a) the large number
of top-level directories on the CSLI ftp(1) directory and (b) the age
of our current `stable' LKB release (from 2002), today i re-organized
the directory structure at

  http://lingo.stanford.edu/ftp/

everything is still there, but i would hope that the new structure and
mildly updated README will encourage all new users to start using the
`latest' release.  ideally, we should have more testing procedures and
produce `stable' releases more regularly, but for a good long while, i 
think, we have been able to maintain a very good snapshot quality, i.e.
i believe there have been few occasions where intermediate builds came
with serious deficiencies?
