yes, the file is in `$DELPHINHOME/lkb/etc/bclim.lisp' and corresponds
to what we are currently using (on Linux, x86, 32-bit).  we are still
tuning our 64-bit images, so there is no solid experience to share.  i
have had reasonably good results with the Franz defaults, actually.

i have no way of trying out Windoze settings, unfortunately, but in my
experience it takes reading the relevant parts of the ACL documentation
and FAQ about once a week for a few years, and eventually it all makes
perfect sense for one day.  if you come up with something for Windoze,
please let me know!
