[developers] new `latest' build

ben,

i am creating a new LinGO build just now.  could you add binaries for
Windoze as soon as possible please?  what used to be `latest' on the
download site was short one [incr tsdb()] file, hence i just changed
the `latest' link to point back to 2006-09-05, but i am sure a newer
build will always be better ...
