the `2006-12-14' build, currently advertised as `latest', mysteriously
lacks that file.  i cannot work out what has happened.

just now `2007-02-14' is marked as `test', and on 14-feb i had asked
shuly and professor yang to try it out.  i have not heard back, thus
assume this build is just fine.

ben, can you generate windows binaries for `test' fairly quickly?  if
so, i am inclined to promote `2007-02-14' to `latest'.  if not, i will
undo `2006-12-14', such that `2006-11-10' will then be `latest'.
