[developers] LKB on Windows --- working version (2004-09-17)

G'day,

Sanghoun Song has checked some older versions of Windows, and has
found that builds before 2004-09-17 work (ACL 6?).
The next Windows build is 2005-05-09, and that did not work.

So the good news is that there is a working LKB for Windows.  The bad
news is that it is fairly old, and doesn't support the latest bells
and whistles.
I have updated the wiki (http://wiki.delph-in.net/moin/LkbInstallation).
