[developers] Trouble Seeing Test Suite Instances

Re-adding `developers' to the cc.  I think this is a kin to a similar
problem we saw with the VirtualBox installations last Winter, but in those
cases, we could resolve it by moving the tsdb/home directory up or down the
directory structure.  Alec reports that this doesn't help in his case.
