[developers] Empty file named ... at logon/uio/test/logs/

This was sufficiently weird that I googled around a bit.

It appears that the Win32 file naming rules (which are different from
the NTFS naming restrictions, just to make things extra interesting)
outlaw various names, including names ending in a space or a period.
