[erg] Message-free ERG

Colleagues -

As promised, I have now checked into CVS a new version of the ERG which
dispenses with messages in MRS.  Please note that if you need to continue
to work with messages with the ERG, ask CVS for the version labeled
"LinGO (17-Mar-07)".  We will not be maintaining two separate branches,
so when you say simply 'cvs checkout erg', you'll get the message-free
version now and in the future.
