[itsdb] [incr tsdb()] and PVM problems

LogonRedhat is still immutable, and as the PVM issue can plausibly
happen on other distributions, I went with Francis's suggestion and
documented the problem and fix at a new page
(http://wiki.delph-in.net/moin/LogonTroubleshooting). I was going to
link to it from http://wiki.delph-in.net/moin/LogonInstallation, but
that too is immutable for me, alas.
