[lkb] filter rules for semantically empty elements

much of the LKB generation facilities requires more documentation, and
in fact we have been extending the generator trigger rules for vacuous
lexical entries recently.  the ERG and JaCY grammars are being adapted
right now, and we were hoping to put some background documentation on
the LKB Wiki within the next two weeks.  thus, if you can stall for a
week or two, that will be a good strategy.  if not, we could email you
the additional pieces (for trigger rules) that are expected to go into
the Matrix soon, plus some examples, and you could try working things
out from there?

apologies for the current vagueness, but the generator has seen quite a
few revisions in the past year or so.  we are very actively using it in
a Norwegian -- English MT project here in norway, and efficiency with a
broad-coverage grammar has been a central development concern.
