[matrix] customized grammar download works

Thanks for the fast answer, Scott and Emily. The problem must have been 
that we tried to download from another URL, for when I use the
depts.washington.edu downloading the grammar works fine as well. 

We had followed the link given in http://www.delph-in.net/matrix/ that
lead to http://www.delph-in.net/matrix/customize/matrix.cgi
, from this website we got the empty grammar.
