[pet] PET and ECL

To my knowledge, the newest version of ECL (0.9i) doesn't work with PET
even if you solve the problem with the header locations.

At least i have tried it some time ago and ran into a bunch of
errors. 0.9h seems to be doing OK, although Berthold reported a problem
that might point out a problem with conflicting memory allocation in
ECL and PET. But this has not been confirmed properly.
