[developers] Do we need to load a grammar to do parse ranking?

It looks like the answer is yes, you can do parse ranking without loading
the grammar.
I was asking because I ran into a bug where the Japanese grammar
mysteriously stopped loading (see the forwarded message from Francis) and I
wanted to make sure my workaround of removing the grammar loading step from
the load script wouldn't have any subtle bad consequences.
