as a quick patch, can you try evaluating

  (lkb::set-up-lkb-interaction)

from the Lisp prompt (that you still get, i hope).  it looks like some
recent change we made to the run-time binary creation was not tested
properly on windows.  i will look into this and likely build a fresh
set of archives later today ...
